Heilongjiang Kangping Bioengineering Co., Ltd. has been recognised as a Specialized, Refined, Distinctive, and Innovative (SRDI) SME of Heilongjiang Province. This honour was formally conferred by the Heilongjiang Provincial Department of Industry and Information Technology, with the conferral date of 1 January 2021.
Policy Background
“Specialized, Refined, Distinctive, and Innovative” (SRDI) is an important national strategic initiative to promote the high-quality development of SMEs. The Ministry of Industry and Information Technology issued the Interim Measures for the Tiered Cultivation and Management of Quality SMEs (MIIT Enterprise [2022] No. 63), establishing a three-tier cultivation system of “Innovative SMEs → SRDI SMEs → National-level SRDI ‘Little Giant’ Enterprises.”
The four characters of “SRDI” each carry clear connotations: “Specialized” means specialisation, requiring enterprises to focus on and deeply cultivate a specific segment of the industrial chain or a specific product for more than 3 years; “Refined” means refinement, requiring enterprises to establish fine and efficient management systems and processes and obtain relevant quality management system certifications; “Distinctive” means differentiation, requiring enterprises to possess distinctive characteristics in industry or geography, with unique, exclusive production technologies or products; “Innovative” means innovation, requiring enterprises to have sustained innovation capabilities and R&D investment, with independent intellectual property.
From the recognition criteria perspective, enterprises must simultaneously meet multiple quantitative indicators including years of operation in the segmented market, R&D expense investment, operating revenue scale, and SRDI development quality evaluation score (not less than 60 points), and undergo strict procedures including recommendation by the local industrial and information technology department and review and recognition by the provincial authority. The central government has also established special reward and subsidy funds, giving key support to qualified national-level SRDI “Little Giant” enterprises, advancing “addressing weak links” and “strengthening advantages” in the “Four Basics” fields of industry and the ten key industrial sectors of the Manufacturing Powerhouse Strategy.
Combining with the province’s industrial realities, Heilongjiang gives tilted recognition scoring to enterprises included in the “4567” modern industrial system, guiding SMEs to specialise and excel in advantageous fields such as bio-economy and food industry. Since 2019, the Heilongjiang Provincial Department of Industry and Information Technology has cumulatively recognised nearly 2,000 provincial-level SRDI SMEs, which have become an important force driving high-quality economic development in Heilongjiang.
Kangping Bio’s SRDI Practice
Kangping Bio attaches great importance to investment in R&D and innovation. The internal R&D team closely tracks industry development trends and continuously promotes product iteration and technology upgrades. At the same time, the company long-term engages industry experts and scholars from universities and research institutions as technical consultants, and has established industry-university-research alliances with multiple domestic universities. In core fields including bovine colostrum functional substance purification, production process innovation, manufacturing equipment R&D, and product application innovation, the company has accumulated 17 national invention patents. As a production enterprise in China’s bovine colostrum sub-sector, Kangping Bio deeply participates in industry standardisation construction, leading and co-developing multiple core industry standards and group standards, providing scientific, rigorous, and implementable production and quality control benchmarks for production enterprises within the sub-sector.
Significance of the Recognition
Being recognised as a Heilongjiang Provincial SRDI SME acknowledges Kangping Bio’s development path of “specialisation, refinement, differentiation, and innovation,” and also marks a new milestone for the company in the quality SME tiered cultivation system. The company will continue to focus on the bovine colostrum sub-sector, enhancing specialised production capabilities and supply chain supporting capacity, contributing to “addressing weak links” and “strengthening advantages” in the industrial chain.
