Heilongjiang Kangping Bioengineering Co., Ltd. has recently been awarded the title of Heilongjiang Provincial “Hidden Champion” Enterprise. This honour was formally conferred by the Heilongjiang Provincial Department of Industry and Information Technology on 26 December 2020.

The concept of “Hidden Champions” was first proposed by German management scholar Professor Hermann Simon in the 1980s, referring to SMEs that occupy leading positions in specific niche markets, possess core technologies or products, but maintain relatively low public visibility. Professor Simon’s research found that a key pillar of Germany’s strong economic competitiveness is the large number of “Hidden Champion” enterprises rooted in niche markets, quietly cultivating their expertise. According to statistics, Germany is home to over 1,300 “Hidden Champions” globally, accounting for nearly half of the world’s total, with these enterprises achieving an average global market share of 33% in their respective niches.

After this concept was introduced to China, it rapidly gained high-level attention from industrial policy makers. The Ministry of Industry and Information Technology (MIIT) regards cultivating “Hidden Champions” as an important lever for promoting high-quality manufacturing development, forming policy synergy with SRDI SME cultivation and Manufacturing Single-Champion Enterprise recognition. In 2018, the first meeting of the Central Financial and Economic Affairs Commission explicitly called for “cultivating a batch of SRDI SMEs and ‘Hidden Champion’ enterprises.” Since then, various provinces and municipalities have successively issued supporting policies, incorporating “Hidden Champion” cultivation into local high-quality manufacturing development plans.

The Heilongjiang Provincial Department of Industry and Information Technology, combining with the province’s manufacturing development realities, organises provincial-level “Hidden Champion” enterprise recognition work, aiming to discover and cultivate manufacturing enterprises that focus on niche markets, possess strong innovation capabilities, achieve excellent quality and efficiency, and hold prominent industry positions. Recognised enterprises typically exhibit the following characteristics: long-term focus and deep cultivation in a specific niche; strong supporting capacity at critical links of the industrial chain; relatively high market share or industry recognition; mastery of core technologies or key processes with sustained innovation capabilities; and significant competitive advantages and industry influence within their niche, regardless of enterprise scale.

This recognition forms a synergistic relationship with the Manufacturing Single-Champion Enterprise cultivation system promoted by MIIT. National-level Manufacturing Single-Champion Enterprises require enterprises to have operated in their field for over 10 years, with average annual operating income in the last 3 years meeting evaluation standards, and product market share ranking among the global or domestic top tier. Provincial “Hidden Champion” recognition is more oriented towards SMEs in their growth phase, laying the foundation for them to enter higher-level quality enterprise cultivation systems.

From a global perspective, “Hidden Champion” enterprises universally share three core characteristics: first, clear objectives—focusing on a specific niche and striving to become the best globally; second, customer intimacy—building close cooperative relationships with customers and deeply understanding their needs; and third, sustained innovation—continuously achieving breakthroughs in technology and processes to maintain competitive advantages. These characteristics enable “Hidden Champion” enterprises to play the role of “critical nodes” in the global industrial chain, serving as an important force in maintaining industrial chain and supply chain security and stability.
