In December 2023, Heilongjiang Kangping Bioengineering Co., Ltd. successfully passed the national “Integration of Informatization and Industrialization (III) Management System” evaluation, obtaining the A-Level (Initial Level) new capability certificate. This evaluation was conducted by the TL Certification Center Co., Ltd. in accordance with national standards GB/T 23001-2017 and GB/T 23006-2022, with the certificate conferral date of 23 December 2023.

Policy Background

“Integration of Informatization and Industrialization” (III) refers to the high-level deep integration of informatization and industrialization, where informatization drives industrialization and industrialization promotes informatization, serving as the core lever for pursuing new-type industrialisation. In 2013, the Ministry of Industry and Information Technology (MIIT), drawing on methods and patterns summarised from III assessments conducted at over 10,000 enterprises, based on the technological application achievements and management innovation experience accumulated during China’s enterprise informatisation development process, developed a set of universal methods for standardising enterprise III process management—the “III Management System.”

In 2017, the national standard “Integration of Informatization and Industrialization Management System—Requirements” (GB/T 23001-2017) was officially released and implemented. This standard applies to all enterprises, regardless of sector, industry, or scale, and serves as a universal method for enterprises to systematically establish, implement, maintain, and improve III process management mechanisms, covering the entire enterprise. In 2022, the supporting standard “Integration of Informatization and Industrialization Management System—New Capability Grading Requirements” (GB/T 23006-2022) was released, dividing enterprise new capabilities into five grades: A-Level (Initial Level), AA-Level (Unit Level), AAA-Level (Process Level), AAAA-Level (Network Level), and AAAAA-Level (Ecosystem Level), providing a tiered evaluation framework for enterprise digital transformation.

The III Management System focuses on acquiring sustainable competitive advantages aligned with strategy. It can accurately identify enterprises’ new capability needs in an informatised environment, further propose III implementation objectives, effectively standardise and control the III implementation process, and track and evaluate whether the implementation process has formed expected new capabilities and whether these new capabilities meet the requirements for acquiring sustainable competitive advantages, ultimately helping enterprises achieve closed-loop control and virtuous cycle of III within their strategic development framework.

From a national strategic perspective, III is the main thread of “Made in China 2025.” The report of the 20th National Congress explicitly calls for “advancing new-type industrialisation” and “promoting deep integration of the digital economy and the real economy.” In 2024, MIIT further promoted the upgraded version of III Management System standard implementation, guiding enterprises to accelerate digital transformation and acquire higher-level new capabilities. Enterprises that pass the III Management System evaluation enjoy priority support in provincial/municipal technology transformation, strategic emerging industries, and other special fund policies, while also gaining bonus advantages in government procurement and market credit recognition mechanisms.
